  18. <p>     If Israelis appear surprisingly calm about the possibility
  19. of an Iraqi missile attack, it is largely owing to their faith
  20. in the air force, the elite military branch. Last week that
  21. trust was deeply shaken when air force Brigadier General Rami
  22. Dotan, former chief of logistics and Israel's leading expert on
  23. aircraft engines, started talking about his role in the biggest
  24. bribery scandal ever to rock the defense establishment.
  25. </p>
  26. <p>     Dotan, who was arrested in October after a lengthy
  27. investigation, has allegedly confessed to pocketing more than
  28. $10 million in kickbacks, bribes and fictitious charges from
  29. American and Israeli defense firms over an eight-year period.
  30. Four other Israelis, including the air force's chief
  31. quartermaster, have also been detained.

  33. <p>     The government says the money was siphoned from the hefty
  34. military aid that Washington gives Israel ($1.8 billion this
  35. year), and officials fear the scandal will further strain
  36. relations with the U.S. Others have called for air force chief
  37. Major General Avihu Bin-Nun's resignation. For now, that seems
  38. unlikely, especially given the gulf crisis. In an apologetic
  39. letter to his staff last week, Bin-Nun wrote, "I trusted Rami
  40. Dotan in exactly the same way that I would trust the aircraft
  41. technician from whom I receive a plane before a flight."
